Abstract

Current single-species and single-sector governance mechanisms are inadequate to cope with combined pressures of over-exploitation, habitat loss, climate variability and land-based pollution, threatening aquatic systems worldwide. Ecosystem-Based Management (EBM) proposes an integrated alternative by taking social, economic and ecological components into consideration to maintain ecosystem structure and functioning. The research critically assesses 20 years of EBM application (2006-2026) in various marine and freshwater catchments using quantitative indices of ecological communities' resilience, habitat structural complexity, and social engagement. We provide empirical evidence that holistic EBM processes reduce the habitat degradation index by 42%, while stabilising specific markers for delivery of essential ecosystem services. Inter-sectoral governance was found to also minimise conflicting institutional resource demands and strengthen the resilience to climate-induced rapid phase-shift effects. The effectiveness of proactive management actions (e.g., marine spatial planning, adaptive catch quotas, nutrient regulation at catchment scale) was quantitatively analysed and its importance for ecological sustainability highlighted. The integration of multi-tier institutional governance into site-specific ecological baselines was found to optimise management effectiveness. It was revealed that a coordinated adaptive approach performs significantly better than an unintegrated one in enhancing trophic redundancy, preserving habitats and fostering inter-agency collaboration. A strong quantitative support for integrated policy formation was provided with indication that ecological and social improvements across catchments and institutions is possible with properly implemented governance. Our findings supported the use of EBM in transforming conventional resource management into a truly balanced, sustainable and multifaceted approach to aquatic management.
